How to tell a good starter kit from a repack
We run caramel the same way in Asunción: same starter kit, same 6 days, same coil resistance. The only variable was the coil, and that turned out to be the thing buyers get wrong.

The short version: caramel in Asunción works if the starter kit, the coil and the strength are chosen as one system. Everything below is what we measured while doing exactly that.
What a caramel starter kit really costs in Asunción
There is no single best way to buy Jouza Hookah in Asunción. There is only the batch that arrived, the coil that came with it, and whether the shop tracks the production run.
How we tested caramel in a starter kit
- Order before 14:00 so the parcel leaves the same day and lands inside 5–10 business days.
- Choose strength against the ceiling in Paraguay, which is the local legal limit for retail here.
- Settle the draw first: mouth-to-lung or direct-to-lung, because it decides the coil and the liquid.
- Batch code and production date, so a caramel bottle turned in 6 weeks ago is not sold as new.
- Returns window and who pays return postage when a starter kit arrives sealed but wrong.
- Clear PG/VG ratio on the label, which predicts throat hit more accurately than strength.
- The listed nicotine ceiling, which is the local legal limit in Paraguay, not a suggestion.
Where caramel goes wrong
- Chasing a discount on a starter kit that then needs an adapter nobody in Asunción stocks.
- Buying the cheapest starter kit available and repeating it because the first coil burnt.
- Ordering in bulk without checking whether couriers in Asunción accept nicotine freight.
The rules that apply here
Packaging for caramel in Asunción must be child-resistant, and the batch code has to be readable without cutting the shrink wrap.
Wholesale lines to Paraguay need import documents the retail shop does not; ask for them in writing before a bulk order.

Frequently asked questions
How much does a starter kit cost per 10 ml?
On the last run in Asunción: about Gs2.38 per 10 ml liquid plus Gs46 for the entry kit, before any bulk discount.
What nicotine strength should caramel start at?
Start at whatever Paraguay allows on the label. If you already smoke, drop one step; if not, half of it for a starter kit.
Why does caramel taste burnt?
Almost always the coil, not the liquid. On the starter kit units we ran, a coil past 6 days turned the caramel blend itself harsh.
